LAFFLER UPI Financial Editor NEW YORK -In 1957, an industrial park free zone was established on the island of Curacao in the Caribbean in a move to woo foeing investors. Within two years it was in business. Today a number of large corporations is utilizing the zone, where goods can be stored, manufactured or packaged without being subject to regulation by customs. Companies using the zone pay a corporation tax that is only one-third of the normal rate. Charles Gomes Casseres, president of Curacao's chamber of Commerce and Industry, said he believes the free zone will develop and grow in the near future.

"With more and more islands and countries in the Caribbean area becoming either independent or autonomous, they will be looking for new trade partners to supplement or supplant their former commercial ties with the former mother country," Gomes-Casseres said. "To fill this gap, Curacao is a natural because it is the hub of Caribbean trade routes and it possesses by far the best sea and air connections of any other point in the Gomes Casseres said the Caribbean is a market of seven million people and it is growing rapidly because many development programs are in progress. "The islands are endeavoring to diversify their economic base and demands for equipment and goods to bring these aims to realization are running high," Gomes Casseres said. "From stocks maintained in the free zone of Curacao these demands can 1 be rapidly and efficiently filled." The free zone is in Curacao's harbor near a new $6 million dockside only three miles from Willemstad, the island's capital. A privately owned company recently set up shop within the free zone to offer a number of services to foreign businessmen who do not wish to locate there.

These services include the re-. ceiving of shipments and clearing them into the free zone, storing merchandise as well as unpacking and sorting the goods, repackaging of merchandise and re-exporting the goods to international markets. Senators Are Split WASHINGTON (UPI) Oregon's two senators were split Friday on a vote on an amendment to allow a limited tax deduction for college costs. The Senate approved the amendment 53-26. Republican Mark Hatfield voted with the majority while Democrat Wayne Morse cast his ballot against the proposal.

By VERNON SCOTT UPI Hollywood Correspondent Measure May End Death Row OLYMPIA (UPI)- House Von was scheduled today on a proposal which could virtually eliminate the death penalty for capital crimes in this state. The proposal was offered Tuesday as an amendment to a bill that would prohibit wiretapping and other mechanical eavesdropping techniques. Rep. Tim Hill, R-Seattle, offered the amendment.

But final action on both the amendment and the bill was delayed after Rep. Dick King, D-Everett, asked for time to study the the amendment. Hill's amendment incorporates a bill passed by the Senate during the regular session which would allow a defendant in a capital case to enter a guilty plea as long as he is represented by an attorney. The law now requires an: automatic plea of innocent in a capital case. The original Senate bill died in the House at the end of the regular session.

Officials Agree Dock At Coquille Obsolete COQUILLE The deteriorated and hazardous condition of the old dock at the Coquille boat ramp resulted in an agreement Monday that the dock must be replaced. The decision came at a meeting of the Coquille Boat Ramp Committee at the courthouse. The dock now is placed at such an angle as to slow -down the water, creating a sediment problem at the ramp.

It would be replaced with a narrower dock running parallel to the shore and along a row of piling near the river bank, according to tentative plans. Jerry Ulett, Coquille city manager, will explore the cost of acquiring the 10 acres immediately east of the ramp and the small area between the ramp and the Coquille River Bridge. Gene Jenkins, county parks director, was named to work out a plan for utilization of the area- trailer parking, water lines, picnic tables and facilities, etc. A sketch of the proposed development will be prepared by Ulett and George Baker, member of the Coquille Valley Boat Club, which spearheared attempts to improve the launching facility. The sketch will provide a basis for estimating cost of the development.

The committee will meet again next week to examine the maps and to look over the estimated cost figures. Senate To Take Time On Dodd Says Dirksen WASHINGTON (UPI) publican leader Everett M. Dirksen said today the senate will not rush to judgment on Tomas J. Dodd. Dirksen predicted the Senate would take "ample time" to ponder the ramifications of misconduct charges levied against the Connecticut Democrat before deciding whether to punish him.

Chairman John C. Stennis of the ethics committee indicated Tuesday his panel would recommend next week that the Senate either censure or Condemn Dodd. The 59-year-old Dodd--under investigation by the Senate for more than a year--has been accused of paying country club dues with campaign funds and treating $125,000. from testimonials as personal, tax-free gifts.
